Accepting the Situation for the Pay.

How can a Minister have or carry out a policy, when another person has to prepare it for him? In all enlightened constitutional monarchies, the utterances from the Throne are the expression of the chief ministerial mind, and for which the Premier is responsible, but in our experience here, we have known a Royal address to be the patch work of many minds, and not reflect a thought, or expression of the Minister, who is supposed to have the responsibility. This is accepting the situation, like a chore boy, for the sake of the pay.
