to De airectiy involved, not staffers or lobbyists hired by the office. Natural and cultural resources ean be developed for revenue-produc-ing purposes, but OHA should ensure the development is eulturally appropriate. Also, OHA itself has commercial lands and

resources it owns. OHA needs to participate in the development of these areas and enterprises. Q2. The obvious first step is to work with Native and native Hawaiians here in Hawai'i to build consensus. This means a community-based education program on: A) History and background of the Overthrow; B) Self-determination and processes for Nation building and C) Procedures for a Con Con, including election of delegates.
