The American ship Golden H@ San Francisco. arrived on the 16th @ with news to August 31.
The new French-American Cable is known as the Franklin line. The first through message was transmitted over it at a quarter to nine A. M. July 28th. It was from the Emperor to the President and was soon after answered by the President.

The London Times has an article on the Chinese question in the United States. It thinks the conflict of races in California cannot be solved by heavy duties on immigration, or by street outrages. It is impossible to suppose the Chinese can be kept out of America. Inheriting an ancient civilization, @ (perfect?) economic methods, but destitute of strength and toughness of moral fiber, which support authority, the Chinese may be welcome as assistants in colonization, not feared as a race likely to dominate in the future.
The International Young Men's Christian Association, at Portland, on Saturday, had an excited difference of opinion as to whether C@ians are Christians.
A singular and terrible accident occurred near Princeton, Kentucky, on the 20th of July. An immense millstone, weighing nearly a ton and a half, rolled off a wagon which was being hauled alongside a steep hill, and rushed with fearful velocity down the hill, into a farmyard at its foot, crossing through a fence, over several bee-hives, into a pasture beyond, where it ran over and killed two calves and a horse. The bees attacked some children playing in the yard, and stung them so that one has since died, and two others were blind and speechless, and not expected to survive.
The city directory of Chicago for 1869 contains 120,000 names-18,000 more than last year.
The Congressional elections in Mexico passed off quietly. Juarez and his Cabinet, Romero and a number of others were blown up by a boiler explosion on Lake Tezcuco, but all escaped-Romero by swimming.
The Suez canal is to be formally opened November 17th.
The Czar forbids Russian Bishops to attend the Ecumenical Council.
The Jews have petitioned the Czar for the extension of their rights of religion and education.
Garibaldi is given up by his physicians.
Eighty Austrian families have made arrangements to settle in Virginia.
The King of Prussia after eating a hearty dinner the other day, had a fainting fit, and at first was believed to be dying-but reawoke to consciousness. Few of the eminent physicians of Berlin believe that the King will out live the present year.
General Sickles is reported to have instructions from Washington to tender the good offices of the United States to Spain in settling affairs with Cuba. He is authorized to propose that Spain allow Cuba to govern herself as England allows Canada.
Cuba.
New York, July 26. An American, just returned from Cuba, says the revolutionary forces display more activity than the Spaniards, making raids and otherwise harassing the enemy. There is, however, very little disorder outside of that usually connected with military operations. Private individuals travel from place to place without molestation. Supplies are obtained from the plantations of the country which are very productive, and both parties have abundance of provisions. The principal wants of the revolutionists are arms, medicines, salt, clothing and shoes. There is no lack of men or patriotism. They have ammunition enough of all kinds to last many months; also, have arsenals for the manufacture of cartridges and repairing arms disabled in action. The patriot leaders state that they don't need any men from abroad; they care particularly for arms with which to equip large numbers of patriot volunteers who are constantly presenting themselves.
An interesting letter relative to the Cuban situation is received from a Spanish gentlement, who went to Cuba several months ago to claim an inheritance that had been left him. He says that at Nuevitas he learned that nine Creoles were going to be presently shot. They marched near him with firm step, with heads erect and with looks of brave determination. Arrived at the fatal spot, they seated themselves on a bench already prepared, and at the sound of the officer's voice who gave the order to fire, they cried out, "Hurrah for Cuba!" "Hurrah for Cespedes!" After they had fallen the volunteers struck their bayonets into their bodies. At Gibora he saw a group of armed men marching toward a house modest appearance. Anxious to see what was to be done, he follow them. Arrived before the door they halted, while three of the number entered. The latter presently reappeared with a young man, crying out, "here is an insurrecto; here is Marubi!" "What do you wish?" said the young man. "If it is I whom you seek, I am at your service; but don't frighten my father and mother."
Without ceremony the volunteers seized the speaker, and dragging him along the road, they struck him repeatedly with the butts of their muskets. When they got to the cemetery they ran him through with bayonets. From Santiago de Cuba come a thousand atrocities that were committed by the infamous Francisco Peres, to whom the Governor of that part of the island has intrusted the direction of matters. Guanatonia Bascoa, a man wanting in every sentiment of humanity and every moral principle, has been robbing and assassinating every Cuban whom he believed to be liberal. Whole families in the vicinity have been murdered by this bandit. Young and old were butchered, and his companions not being satisfied with the villainy committed there, passed to Bascoa, where, aided by a few other assassins, they went from house to house. Hundreds of persons in this way were murdered with the full consent of the authorities.
