English Column.

 

The Common Schools.

 

The Association in June, drew attention to the fact that there had been “some little improvement” in our Schools, from the condition of comparative neglect and disorder of the last few years. This was the statement of a fact questioned by none. An effort was made by a few to have the word “little” struck out, and to omit the suggestion that this improvement was in consequence of agitation. The amendment was lost, and on the final adoption of the report but one hand was raise din the negative. This was the point regarding which a writer in the Friend for August takes exception, suggesting that the scribe should have also recorded that some did not vote, and others who would have voted in the negative were not present; and to which the Friend very properly replies that it was not the business of the scribe to record what was not, but what was, done; and that it was not to be supposed that members of that Association withheld their votes, and still desired to be counted as in the negative.

 

We honor the Association for its manly utterance this year on Common Schools. It ws short, but clear and sufficient. It draws attention to the unsatisfactory state of the schools, but unhesitatingly acknowledges the fact that in certain regions there has been improvement.

 

It gives us pleasure to draw further attention to this improvement. The agitation of years is beginning to show results. The columns of the Kuokoa of the last two months, contain many reports of Committees appointed to examine the schools of various regions.  These reports in themselves considered may not indeed in every case be very profound or satisfactory; and the fact is still very marked that there is a mordid dread of allowing the Protestant Clergy much voice in these affairs of general interest, from fear of sectarian results. But the fact still remains, that within a few weeks a large number of Government schools have been publicly examined; and that some have even held Exhibitions full of enthusiasm, as in the days of yore. It pleases us much to note this sign of returning activity. Where-ever the local school agents whose special business it is, are unable to examine Hawaiian schools, or even where they are, it will do no hurt to have a Committee of examination outside of the official circle. The idea is a good one, and will se trust be continued and extended.

 

While we notice this improvement, we must not however leave the impression that all is right. The Board of Education will find it an herculean task to overtake all the work left undone the last few years. Many of the grievances stated by the Hawaiian Evangelical Association in past years, still remain comparatively untouched throughout the greater part of the group.  Now that the Board of Education is beginning t move on one or two points, we will venture to hope for amendment on others also; though our hopes would be stronger were there other elements in that body-individuals more in contact and sympathy with Hawaiians.

 

One of the most pressing of the needs of the Common Schools to which we would draw attention is the dearth of books for instruction in the Hawaiian language. It is astonishing tha the schools are even in appearance maintained on so scanty a supply. The present Board of Education has not so far as we are aware issued a single new work in the Hawaiian language. It has succeeded in republishing from plates prepared in 1858, an edition of “Bailey’s Algebra;” it has republished “Colburn’s Mental Arithmetic,” in a very available form; and it has also revised and republished “Questions on Geography;”-all of them works which were prepared by the American Mission. The Board of Education of 1862, published a Priner-an original work-which has done good service, though by no means as complete and accurate as such a work could an should now be made. In addition to these the Board of Education still has on hands remnants of old editions of “Lessons on Punctuation,” “Fowles Elementary Arithmetic,” “Woodbridge’s

Geography,” and “First Lessons in Geometry;” which it purchased of the American Mission.

 

            The American Missionaries have not issued school books for nearly ten years, and during all that time there has not be any addition to Hawaiian School Literature worth mentioning. This does not speak of enterprise, and of an intelligent desire to keep up the study of the vernacular.

 

            We are glad to know that a new Written Arithmetic is in process of preparation, and we will hope that ere long, other works will be added.  The people are ready to buy and study whatever may be prepared; and no feeling that thenative race and native language is dying out should deter from active enterprise in this direction.
