The Medical Officer to the Board
of Health.
A wri ter in the "Gazette" of the week feels called upon to make a few remarks to announce and to excuse the singular action of the Board of Health in regard to the appointment of a Physician under the law recently passed by the Legislature. Seemingly ashamed of his tash, about a column is written to prepare the minds of his readers for the announcement of the appointment of Dr. D. J. Lee, who arrived here in the "Scioto" a few weeks since.
We looked carefully through the paragraph which alludes to the report of the Sanitary Committee of the Legislature, to ascertain how they might adapt the qualifications considered so essential in a physician for his important work, to the appointment whi ch they have made; but found that they had evaded the plainly expressed wish of the people by fitting the report to the individual, by a process of garbling usual to cunning, designing men.
The Sanitary Committee recommended that the person selected should be possesed of certain qualifications, among which were a knowledge of the Hawaiian language, of the habits and customs of the natives, and of known sympathy with the people. We would ask the Board of Health if they could as honest men appoint a person who has been a resident of the kingdom six weeks?
On the strength of the report of the Sanitary Committee the Representatives of the people generously appropriated ten thousand dollars more than the government asked for, and in return for their generous confidence an appointment is made which could not be more diametrically opposite to their expressed wish. The result is just what might be expected from a lax system of legislation. The people have not held the Ministry up to a strict accountability for its acts. An appropriation Bill is passed, the Ministers cast a glance at the total and proceed to make expenditures, with a total disregard to items, and if the accounts do not balance, a Bill of Indemnity is rushed through the Assembly, and they chuckle over the fact that their individual responsibility is disposed of.
The sooner the Hawaiian people awake to the fact that they are being ridden by an unscrupulous Ministry the better, and when once awake to it the sooner the Ministry are deposed the sooner will the path to a prosperous condition of affairs be reopened.
With Dr. Lee we have no personal ac quaintance, and we believe that he is known to the public principally from the fact of his having preached very acceptably to the congregation of the Reformed Catholic Church, and as the author of several articles on Japan and the Japanese, in which he seems to have felt called upon to attack an American official for doing what was doubtless considered a duty imposed upon him by the laws of the country he represents so ably. Is it not possible that his public acts may have influenced the President of the Board in making the appointment?
Before closing we would quote a sentence from the "Gazette:"
"The mul tiplication of chances for application to properly educated medical men, and successful cures often accomplished, would in time undermine that miserable belief in Native Kahunas and superstitions medical p ractice, which in the hands of charlatans, is now responsible for so many unnecessary deaths."
Sincerely wishing the Doctor success in his new vocation we would suggest that if he expects to destroy "that miserable belief in Native Kahunas and superstitions medical practice," he had better remain near the Cent re of Power, on the principle that to kill a tree the shortest method is to strike at the roots.
