" THE MINISTRY."

" The person of the King is inviolable and sacred. His Ministers are responsible."
                A great deal has been said by the Ministers
an d their satellites about insulting language and treasonable conduct towa rds His Majesty. They have been particularly desirous of fastening the odium of such acts upon the independent Journals of this city. We ask an honest investigation of the charge and do not fear the verdict.
            Shakspeare has it-"The re's such divinity doth hedge a King, that treason can but peep to what it would."
            No a ct or word of ours can be interpreted as meaning to break down the barrier which surrounds the Throne of Hawaii. It is the Ministry and second estate of the realm who are breaking it down, and cheapening royalty.
            No one measure has robbed the Throne and second estate of the respect and reverence of the third estate, so much as the article of the Constitution of 1864, which compels the estates to sit together in the Legislative Assembly.
            What has been the effect?—The verification of the adage that "familiarity breeds contempt."
            The Constitution of 1864 was intended to check the current of popular tendencies of the age, which the Hawaiians were becoming fully alive to. The Constitution dammed up the current; but has it stopped it? Is not the current accumulating force, which the Nobles and Ministry find it more and more difficult to resist, each successive session of the Assembly ?
            The people and their Representatives were won t to respect the Nobles; and their opinion on questions of importance given with a due regard to the dignity of their position, was listened to with respect.
            Brought together, the Representatives soon found that they lost nothing in the comparison with the Ministers and Nobles for intelligence and respectability; this was a great point gained for the people. Rendered bold by the discovery, they have dared to oppose measures brought forward and supported by the Government, with considerable success. They have only suffered defeat on important measures, because, the Ministers and Nobles have as a last resort carried the name and influence of the King into the struggle. Once the Government had but to intimate the wish of the King to see an immediate submission to the Royal wili. In time this lost its force, and the Ministers in order to carry pet measures—instance the raising of their own wages—have brought the written wish of the King into the arena.
            The present session, the Ministers, feelin g certain of defeat on an important measure, first made known the wish of the King, and this availing them nothing, they have succeeded in carrying their point, because, the Royal influence has been used to aid them. To secure His Majesty's support for a measure of vital importance to the nation is very questionable policy; but to invoke it upon a question of doubtful importance, is, to use no harsher term, unwise. To bring the Throne and the third estate together thus familiarly in a struggle for votes, can only tend to breed contempt for the Kingly office and this we boldly assert is insulting and trea sonable conduct.
            The Kings of Hawaii have never had more loyal subjects than ourselves, and the above is not w ritten with the wish or intention to lessen the respect of the people for His Majesty ; but as a warning to the true friends of the Kamehameha dynasty, that they may be aware of the danger which is before them.

FOREI GN NEWS.

            A vote had been taken by the Senate on several of the Impeachment articles, and the eleventh has been declared not sustained by a vote of 35 to 19. And from the tenor of the news received we may expect soon learn of the acquital of President Johnson.
            The Chicago Con vention of the Republican party was soon to be held for the election of candidates for President and Vice President.
            Jefferson Davis' bail bond was renewed May 2, binding the accused to appear on such day at the next term as the Court shall fix. The Judge stated that Chief Justice Chase has promised to be in Richmond to preside, within two days after the impeachment trial concluded. It is thought that the trial will commence about the last of May.

LON DON, May 8.---Lord Brougham ex-Lord Chancellor of England, died in France this day in his ninetieth year.
            Ma y 13.---In the House of Commons Gladstone soon after the setting, moved the Bill to prevent making further appointments to Livings in the Irish Church, for a specified period, also to suspend the proceedings of the Commission on the Irish Church establishment for the same time.
            The Herald's special from Triste, says that papers received from Athens are filled with war news from Candia. They report that a battle took place on the 14 of April between the Cretians and Turks, which lasted all day. The insurgents claim a victory. A conflict is reported to have taken place on several other occasions. The Turk are said to have committed great slaughter. Steamers still ply between the mainland and the island carrying ammunition and provisions to the heroic Cretians.
            I t is believed that the substance of England's reply to the Emperor of Russia was that proceedings looking to the independence, of Crete, which the Sublime Porte will not concede without compulsion, is a policy which it is impossible for Great Britain to pursue.
            O fficial advices from Abyssinia to April 21st, state that Napier expected to start with the entire army about May 25. The empire of Magdala was burned by the British, over thirty Guns and Mortars were destroyed The young Prince Theodore goes to England and Gabazie is to be crowned King.
