            Foreign News. 

            By dates received from San Francisco to March 24, we learn that the United States Senate resolved itself into a Court impeachment at half past twelve on the 23d of that month.  After the organization of the Senate as a court, Mr. Davis submitted a resolution to suspend the trial till all the States are represented, which was lost.  

            Mr. Stanbury stated that himself and brother counsel had been engaged every hour since the Court last met preparing an answer, and regretted that longer time had not been granted.  But submitted an answer that they had prepared. 

            The answer consisted of a denial of the Charges of the several articles of impeachment brought in by the Committee of the House of Representatives. 

            At 3 p.m., the reading of the answer was concluded.  the document makes about five New Paper columns. 

            Mr. Boutwell from the House Managers, requested that the Managers be allowed a copy of the Presidents answer.  After consolation with the House Managers, Mr. Evurts the rose and said that if the Court would Allow, he would request that the President and counsel be allowed thirty days in which to prepare for trial. 

            General Logan one of the Managers, then argued against the motion, and Mr. Evans followed, and argued at length in further extenuation of time. 

            Mr. Wilson of Mass, argued against granting the motion.

            Mr. Stanbery closed the argument with strong appeals for further time. 

            A REPUBLICAN Special says.- The impression gains ground that after using all dilatory measures possible, when the Senate refuses to grant further delay, the President will tender his resignation, claiming that he cannot have a fair trial.      

            New York, March 23. -Specials from Havanna state that three strong shocks of Earthquake were lately felt at St. Thomas Business is paralyzed. 

            Awful shocks of earthquake were felt at Porto Rico; the inhabitants were fleeing for safety. 

            CENTRAL AMERICA.- The shocks of earthquake at La Union, San Salvador, continued up to the 23 of February without intermission.  Up to the last accounts people to occupy the houses, many of which suffered severely.

            At Vienna, March 22.- There was great rejoicing over the end of of the Romish influence in the upper House of that Government.  When it became known that the House had rejected the motion of the Clerical party to defer the passage of the Civil Marriage Bill, the city was generally illuminated at night. 

            Rome, March 23.- The Pope gave a very gracious reception to Admiral Farragut and suite yesterday.  He continues to receive the most distinguished attentions from the Papal Government, and is overwhelmed with invitations and public honors.

            Accounts from Crete related that a massacre was committed near the end of January.  Upwards of sixty christians were killed by Turks in the Fortress of Heraclion and Rethymans.  The Grand Vizier instead of punishing the Murderers, gave a cordial welcome to their chief. 

            The Cretians still maintain the independence.

            The Imperial Ukase in promulgated from St. Petersburg, which removes the few remaining distinctions between Poland and the other provinces of the Empire, and obliterates all traces of Polish nationality in the government at Warsaw.  It completes the absorption of Poland into Russia as an integral potion of the Empire. 

            Additional particulars of affairs in Japan are received.  The country was quiet, and the rebellion of the Tycoon had been effectually suppressed, and there was reason to hope that a strong Government, in conjunction withe the Mikado, the Spiritual Emperor, would be made.
