FOREIGN NEWS.

          By the Mail Steamer Idaho, which arrired on Saturday the 28 olt. we have later news respecting the impeachment trial of President Andrew Johnson.
          On the 4th of March, before its adjournment, the Senate resolved to constitute itself into a High Court of Impeachment at 10 o'Clock on the 5th. At the time, the President of the Senate announced that all legislative and executive business of the Senate was ordered to cease, for the purpose of proceeding to the business connected with the impeachment. He then vacated the Chair, and the Chief Justice advanced up the aisle, clad in his official robes, and accompanied by Judge Nelson, and escorted by a Committiee appointed for that purpose, followed by the Managers of the House, who stood behind the bar. The Chief Justice ascended the President's Chair, and said in a solemn and impressive voice: "Senators, in obedience to notice, I have appeared to join with you in forming a Court of Impeachment, for the trial of the President of the United States. I am ready to take the oath."
          Judge Nelson administered the following oath:—"I do solmnly swear, that in all things pertaining to the trial of the impeachment of Andrew Johnson, President of the United States, I will do impartial justice, according to the Constitution and Laws. So help me God."
          In the Senate, on the 3lth, at one o'Clock, the Chief Justice took the Chair, and the Sergeant-at-Arms made proclamation in the usual form.
          On Motion of Mr. Howard, order was made that the Sergeant-at-Arms notify the House that the Senate was organized as a High Court of Impeachment and ready to proceed to the trial of Andrew Johnson. Immediatly there after, the managers and members of the House took the seats provided for them; Mr. Butler only being absent.
          The return of the Sergeant-at-Arms of service of suminons upon the President was read, when the counsel for the President were notified of the commencement of proceedings, and Messrs Stanbery, Curtis and Nelson took seats at the table on the right of the Chief Justice, opposite the Managers, who were seated ot the left.
          Mr. Stanberry rose, and addressing the Chief Justice, read the answer of the President entering his appearance, and naming as his Counsel, Messrs Stanbery, Curtis, Nelson, Black and Evarts, and asking reasonable time for preparation for defence a period of forty days.
          Mr. Bingham cited the eighth Rule, which provides for an appearance of the President, to which he was-required to file an answer, and in case an answer was not filed, the trial should proceed as on a plea of not guilty. He claimed therefore, that the trial should proeeed forth-with.
          Mr. Edmonds offered an order, that April lst he appointed for filing the Presidents answer, and that the trial procced on April 6th.
          At two o'Clock, the Senate retired for consultation, and returned to the Chamber at 4, 10 P.M., and the Court re-assembled.
          The Chief Justice announced that the Motion had been over ruled and an order was entered that the President be required to file his answer on Monday, March 23d.
          President Johnson is now in trouble, and his party friends have fallen away from him. He feels this ingratitude, and it is reported that he gives out that he will resign and go before the people for an endorsment of his official Conduct.

          LONDON, March 6.—In the House of Commons this morning, Disraeli appeared for the first time since the resignation of Lord Derby. Upon entering he was received with loud cheers from both the Government and opposition benches.
          There has been a general change in the Turkish Cabinet. All the Ministers except the Grand Vizier have resigned, and successors have been appointed.
          The Prince of Wales is about to visit Ireland and is to be a Knight of the order of St. Patrick.
          BERLIN. March 10.—The treaty in relation to the rights of Naturalized Citizens has been unanimously ratified by the Federal Council.
          It is reported here that a proposition has been made to Lord Stanley to submit the Alabama claims to the arbitration of Prussia, and that he was willing to entertain the proposition so far as it applied to the question of indemnity, but he refused to submit the other points in dispute.
