FOREIGN NEWS.

The steamer Idaho, arrived on Tuesday the 14th inst., 10 days and 23 hours from San Francisco. We have dates by her frorn California to January 4th, and the New York mails of December 10.
            Among the passengers we notice the return of Mrs. J. F. Pogue, Miss E. Dudoit, and Th. H. Davies.
            No action had been taken by the U. S. Senate in the matter of the Recipocity Treaty with these Islands. The San Francisco Chamber of Commerce had telegraphed to their Senators at Washington—the following memorial:

To the Honorable Senate of the United States.

The Chamber of Commerce of San Francisco respectfully represent: That in their opinion, the commercial interests of the Pacific Coast will be largely promoted by the ratification of the Reciprocity Treaty negotiated between the United States and the Hawaiian Islands, and that public consideration having reference to the future expansion and securety of our national commerce on the Pacific Ocean demands its ratification no less imperatively.
            MEMPHIS, Dec. 22.—Gen. Ord has despatched an officer to Washington to represent to the Government the starving condition of the freedmen. In a large number of counties, it is absolutely necessary that some provision be made by Government to feed the armed freedrnen, and prevent a war of races, which is inevitable in such selctions without they are fed. Gen. Ord has also instructed the commanders of posts to request the leading colored men to give general notice that all freedmen who are able wili be required to earn their own living during the coming year, and must go to work when employment can be procured; freedmen refusing to work when employment can be procured will be punished as vagrants.
                NEW YORK, Dec. 27.—The Herald's special says it is estimated that 3,000,000 of whites and blacks in the Southern States are in a starving condition. Great alarm exists in several of the countries of North Carolina on account of the assaults of armed blacks upon unoffending whites. Prompt measures are necessary to restore quiet.

            NEW ORLEANS, Dec. 28.—Negro depredations continue in the interior. A large military force will be sent to prevent a rising.
                WASHINGTON, Dec. 24.—The news from the West Indies is regarded in diplomatic circles as indicating a readiness throughout all the islands for immediate annexation to the United States.

            Dec. 28.—The chances for the purchase of St. Thomas are very slim in the Senate. The Tribune's St. Thomas letter says there have been 500 shocks of earthquake felt there.
            NEW YORK, Dec. 26.—A movement has been inaugurated in this city to raise a regiment for the Papal army.
            The Tribune's special says it is understood that the new British Minister comes with full authority to reopen the question of the Alabama claims with a view to effecting an amieable adjustment.
            WASHINGTON, Dec. 30.—Advices have been received that the Sweedish Government will follow the example of Denmark and sell the Swedish West India Islands to the United States. This is regarded here as an indication that the European monarchs are retiring from this continent under the influence of the Monroe Doctrine.

European Intelligence.

PARIS, Dec. 23.—The Governments of France and Italy have commenced negotiations for a convention, with the understanding that any agreement they may arrive and be submitted to the approval of the other Power of Europe. The Italian Parliament will, at an early date, vote to reaffirm in a solemn manner its declaration that the City of Rome belongs to Italy as the capital of the nation.
            FLORENCE, Dec. 22.—A long and angry debate in thc Chamber of Deputies on the policy of the Government on the Roman question, terminated yesterday in the defeat of the ministry.
            LONDON, Dec. 22.—Despatches from Italy represent that there is much political aggitation throughout that nation. The excitement is dangerous and fears are entertained that it will culminate in a rising against the Government.
            PARIS, Dec. 26.—The reports that the French expeditionary army corps remaining in Italy will be reinforced is confirmed by the Patrie, which states that the French Government has ordered 20,000 additional troops to sail for Civita Vecchia.
            MADRID, Dec. 29.—The Cortes was opened yesterday. Queen Isabella in her speech from the throne, pledged the support of the nation to the protection of the Pope's temporal power.
            LODON, Dec. 27.—The Fenians seem unusually active all over the country—the late Fenian operations have caused great public excitement The Times states that at least 3,000 special constables have been sworn in London. It calls attention to the grave public danger, and advises the provincial cities to immitate the example.
