FOREIGN NEWS.

The fall Elections in the United States.

            We have dates by the U.S.S. Vanderbilt to Oct. 13.

            Four of the largest States have sustained the action of the late Congress.

            Chicago. October 10th.

The return from Iowa indicate large Republican gains, with majority in the State of probably 35,000, and the entire Congressional delegation.

            Ohio has done nobly. The Union majority in the State is estimated between fifty and sixty thousand. The Congressional delegation is unchanged. the Presidential party appear to have made tremendous efforts to carry Pennsylivania, so that, though the Union vote is increased, General Geary's majority will probably not reach 20,000. the Indiana Legislature is ail right in both branches.

            President Johnson is reported to have stuled the late Congress an illegal and unconstitutional assemolage. His speech to Queen Emma was about the most ungallant piece of international eloquence ever published. It compares well, however, with his utterances before the Sovereign People, whom, endeavoring to conciliate, he so digested on his recent tour.

            October 9th

            Rarey, the noted horse tamer, died at Cleveland lastweek.

            Arrivals at Boston, New York and Fortress Monroe report many disasters on the ocean. The steamer Evening Star, from New york for New Orleans, foundered one hundred and eighty miles east of Florida, with 150 passengers and fifty of the crew. A terrific and destructive storm has occurred off Newfoundland, wrecking many vessels, and causing great loss of life. A French frigate was among the ships lost in the gale. One hundred and fifty bodies have been washed ashore.

            From Europe we have a report that the Pope is preparing for flight or captivity. The French leave Rome in December.

            It is said that Peru and Chile are not disposed to conclude peace with Spain until they have made a naval demonstration on the Spanish coast.

            The success of the Atlantic Cable discourages the projectors of the Russian American telegraph. While the russians are pushing the work in siberia with marvelous energy, far up towards Behring's Straits, the Directors of the Western Union Telgraph Company, have become satisfied that the line of this side of the Pacific will not pay.

            The well known house of Chas. W. Brooks & Co. San Francisco, has suspended payment.
