Secretary McCulloch announces that the national debt on the 1st of August was $2,770,416,608, from which the cash in the treasury, amounting to $137.317332. must be deducted.

The foreign intelligence by the Atlantic cable is important. Excitement was caused in London on the 9th by the discovery of a plot to blow up the Parliament House. The powder was so placed as to explode the House of Lords if the match has been applied. Parliament was prorogued next day. the Queen's speech included an expression of thanks to the United States for suppressing the Fenians. The British Customs officers at Liverpool have seized six blockade-runners at the instance of the United States Government.
The official organ at Berlin opposes any extension of the French frontier to the Rhine. Austria and Italy have extended the truce, and are negotiating for peace. the Italian fleet was damaged by a storm in the Adriatic. The Czar of Russia has visited the American squadron at Cronstadt.
The Great Eastern and her consorts have sailed upon the expedition which has for its object the recovery and completion of the broken cable of 1865. The broken cable under the Gulf of St. Lawrence has been recovered and will soon be repaired, so that New York will have direct communication with the station at Heart's Content.
The Philadelphia Johnson Convention adjourned sine die at 2:30 P. M. yesterday. The only business transacted consisted of the adoption of an address and a declaration of principles and the appointment of a few Committees.The reading of the address, by Raymond, occupied an hour. The resolutions embody the sentiments and principles set forth in the call for the Convention. A National Executive Committee and a Committee to wait upon the President with an official copy of the proceedings were provided for. Doolittle read a dispatch from Denver announcing the success of the Administration candidate for Territorial Delegate, and the Convention cheered. Vallandigham succeeded in having his letter of declination read and was honored with general applauded of this patriotic body. Several attempts were made by serenading parties to elicit a speech from this individual, who was regarded by the outside crows as the hero of the occasion, but he failed to respond. Governor Perry of South Carolina distinguished himself by eulogizing the patriotism of the Democratic party. And thus ended the effort of the officeholders, the reconstructed rebels and the disinterested Democrats to give a national and patriotic coloring to the President's policy
