            The Bank of England has raised its rate of interest for advances on stock to twelve per cent. Lieutenant General Winfield Scott died May 29th. The Congressional Committee at Memphis telegraph that they have begun the investigation of the late riot. Maj. Gilbert, sent to Memphis by Gen. Howard, has made a partial report, saying the civil authorities did not take the slightest notice of the terrible riots, and seem to regard them as simply a skirmish between the police and the negroes. It was called a very one sided skirmish, as, from the testimony, no resistance was made by the negroes after the first fight. The citizens had been advised to hold a meeting to denounce the conduct of the mob, but they neglected or refused to do so. The papers printed at Memphis are at the root of the whole matter. They have advocated trouble for months, and this is only the legitimate result of their inflammatory and incendiary articles. The bombardment of Valparaiso had been noticed with indignation, but the action of the British Admiral was defended and fully endorsed by the Government. The English press and people roundly denounce the act of Spain. An indignation meeting held at Liverpool adopted resolutions expressing gratitude for the exertions of Commodore Rogers. The King of Prussia recently made a speech to the Representatives of the Protestant Church, saying: "I have not favored existing complications, but there are situations in which peace cannot possibly be maintained, unless we are willing to accept peace at any terms. I have the full consciousness of my grave responsibility before God and my country, but I shall pursue with perfect confidence the way by which God has been pleased to conduct me."
            The Missionary Board having sold the first Morning Star, the missionary packet, in preference to repairing her, call upon the children of America to contribute $13,000 to build another. The old boat sold for $4,000, and the new one will cost $17,000. Dr. Treat, the Secretary of the Board, asks that special contributions be made in the Sabbath schools for this purpose on the second Sabbath in June. It is proposed to issue share certificates of stock (from a steel plate engraved for the purpose) to all who shall give a dime or more. And it is also proposed to send, for every five shares or dimes, an illustrated history of the first Morning Star. This little book is to be prepared by Rev. H. Bingham, Jr., now in America for his health, who sailed from Boston in the first packet, and who hopes to sail in the second.
            The funeral of Lieutenant General Scott, at West Point, June 2d, was largely attended by distinguished army and navy officers, Congressmen, delegations, etc. The Episcopal burial service was read, without any address, by Chaplain French and Bishop Potter, and the remains buried with suitable military honors. The day was generally observed throughout the country. There has been a Fenian invasion of Canada during the past week, but the accounts of it are very conflicting. It is at least safe to say that the Fenians got the worst of it. The project of invasion was conceived by one of the Fenian factions and executed against the wish of Stephens, the "Head Center." The U. S. Government seems to have acted in good faith in the matter, and have used all diligence, when informed of the trouble, to preserve neutrality. It declines, however, to give up the Fenian prisoners it took, into the hands of the Canadians. The British steamer Union had arrived in New York with 15 cases of cholera on board. It had lost 33 passengers on the voyage. Twenty-four negroes were killed in the Memphis riot.
            The State Department has received advices from Madeira that thousands of honest, hard working laborers of that island are desirous of emigrating to this country, but have not the means of doing so. Our Consul at Funchal states that if a part of their passage money should be advanced to them by parties in this country, at least 10,000 of them would be prepared to leave immediately.
            With a few unimportant amendments, the Senate passed the House bill providing for the coinage of five cent pieces. The bill requires the withdrawal from circulation of the three and five cent postal currency.

            The mammoth iron clad Northumberland has at length been successfully launched at Blackwall. The various attempts to accomplish this occupied exactly a month, at a cost of more than $100,000.
            The bill opening the public lands of Alabama, Mississippi, Askansas, and Florida to settlement under the Homestead Law, without regard to color, and extending the benefits of this act to the late rebels who take the oath of future allegiance, was debated and passed.
            I t is estimated that 18,000 elephants are yearly killed to supply Sheffield alone with ivory.
            Brigham Young is said to have 10,000 men in Utah capable of bearing arms.
