            By the Murray we have California papers as late as February 3d, New York papers to January 11th.

United States

            Certain opponents of negro suffrage in the district of Columbia on the night of Jan. 16th, attempted to burn two churches for negroes, a hotel kept by a negro, and some houses occupied by negroes. These fires were discovered and put out before they had done much damage.
         
The New Jersey Legislature has ratified the consitutional amendment abolishing slavery.
         
A miserable attempt had been made to murder Judge Field of the U.S. Supreme Court, by a torpedo sent through the mail from California . He had a very narrow escape.
         
The principal American Generals, Sherman, Grant, Meade, Thomas and Sheridan, have been called to Washington to consult with the President on military affairs. Sheridan was not able to come becasue so busily engaged in preserving peace on the Rio Grande .
         
It would seem that the Government are about to prosecute Jeff. Davis . They have engaged Wm. Evarts, of New York , as Government lawyer in the case, with a fee of 100,000 dollars. On the Jan. 27th, Secretary Seward returned in the Government steamer De Soto , having made the tour of the West India Islands . His health is very much improved.
         
On the 31st of January, Congress passed by two-thirds vote and amendment to the Constitution, which apportions the number of Representatives from each State, according to the number of people allowed to vote. If then the Southern States do not permit negroes to vote they will have fewer Representatives in Congress. President Johnson is opposed to the bill giving the negroes the right of voting.
         
It is reported that several Chilian privateers had been seen in the Gulf of Mexico , watching for Spanish merchant vessels. Spanish shipowners are alarmed.

Mexico .

            On the night of the 5th of January, a party of sixty men from the east side of the Rio Grande , attacked and captured Bagdad , a town on that river. They lost, 4 killed, and 8 wounded; Maximilian's men, 11 killed and 27 wounded. The Mexican General Escobeda had gone there to take command. It was reported that soldiers of the American army took part in this expedition, but this is denied by the American General.
         
The French had sent an army wich had again occupied Chihuahua , and President Juarez had again retired to El Paso . About the end of December, the French sent a division against El Paso , but Juarez collected there and army under Gen. Ferriga, and made such preparations for defence that the French retreated without attacking him.
         
Last October, Juarez' term of office expired, and he issued a proclamation that as there could be no election held, he would continue to be President until a successor should be elected. Gen. Ortega, the Vice President, who is in Texas , has issued a protest against Juarez ' course.

Earthquakes.

            On the 25th of January, a slight earthquake was felt at San Francisco . On the 15th of December, the city of Caraccas , the capital of Venzuela, in South America , was utterly destroyed by an earthquake, the shock was felt all along the northern coast of South America . Caraccas is a city of nearly 70,000 inhabitants, and quite wealthy, situated 11 miles from the sea. It was nearly destroyed once before by an earthquake, viz., in 1812, when 10,000 people were killed. We have not yet heard how many were were killed by this last earthquake.

Europe .

            There has been a rebellion in Spain , led by Gen. Primo, but it was soon put down, and he had fled into Portugal .
         
The British Parliament was to meet Feb. 1st. A bill was to be laid before them by Lord John Russell, for extending the right of suffrage.
         
Prince Alfred will be married in July.
         
The Emperor Napoleon's Ministers wish him to withdraw the French troops from Mexico , but he does not wish to do so, until Maximilian has enough Austrian soldiers to make his government secure.
         
Queen Emma of Hawaii nei was to pass this winter at Nice, on the boarder between France and Italy . The Emperor of Russia and the King of Bavaria also are there.
         
The heir to the throne of Russia is to marry the Princess Dagmar, of Denmark , who was betrothed to his older brother who died last year.
