4. We thank the Fiesident of the United States, Senators
and Representatives of the 59th Congress for enacting a law con-
ferring upon the Territorial Legislatuie the power or right to
altei or amend aijy part of the Election Laus of this Territory,
and such act of Congress was a direct answer to the prayeis of
the Independent Home Rule Party duly presented to that
Honorable Body- and that the responsibility rests on the HOME
FiDLE voters from Haw_aii to Kauai to vote for the person selected
by this Convention as ita Candidate for Delegate to Washington,
that the Home Rulers might have an able representative in the
HouE-e of Repie&qrta+ives at Washington, and also that such
voters to plect all the Candidates for Senators and Represen-
tatives selected by each and eveiy Distnct and County Conven-
tion of the Home Riile Party that they may have men in the
Legifclatiiro to alter or amend the present Terntorial. Election
Laws, and to carry out all raea&uies for the good and general
welfare of the people.

5. We believe in a fiee ballot and ft fair count; and ^e
recall the remembrance of the people of this Territory to the
numbered and perforated ballots used in the General Election
of 19U4
