BOARD OF HEALTH.

 

            Comparatively few of the public have seen the Report of the Committee appointed by the Legislature of 1890 to enquire into the management of the Kalihi Hospital.  We therefore print the find of the Committee which was approved by the Legislature and on which the three members of the present cabinet who had seats in the Legislature voted in the affirmative.  It will be seen that the Board of Health were this ordered by the Legislature to effect certain alterations at Kalihi in the line of improvement.

            The public will be astonished to learn that the present board consisting of Messrs J. O. Carter, J. Waterhous, John Ina, Samue Parker and the President David Dayton, by a majority vote, not only ignored the mandate of the Legislature in the matter of Kalihi Hospital; but they went beyond, and improved the Hospital off the face of the earth.  Talk about the three historical cranky tailors of Tooley Street, who addressed a remonstrance to a Russian Emperor in the name of the people of England; we have got beyond that in the production of at least three great men who can defy the Legislature.  It is of course presumed that they have the sanction of high authority for their high-handed proceeding; but the time is not far distant when an imperative demand will be made to know who rules the vital interests of this country; the people’s representatives in Parliament assembled, or a select coterie chiefly self-appointed, and who enjoy the privilege C as is the case with the Board of Health, C to sit and vote themselves contracts?

            As to the three ministers who have permitted the spoliation of Kalihi Hospital, they are of course trained acrobats in politics, but we promise that it will require all their mental agiligy to get over the question of why they turned their backs on themselves and their voite; and last but not least, they will be required to state reasons for their betrayal of the sacred trust reposed in them by the people through their Representatives.
