Evacuation Of Manila Residents Is Inevitable As War Threatens

MANILA, Clipper by Mail—With war scare flooding Manila and the provinces, coupled with the history making speech of President Franklin D. Roosevelt on America's solemn determination to enter the war in self-defense, the Civil Emergency Administration is perfecting its plans for immediate evacuation of the people of Manila and Cavite if the crisis which threatens the envolvement of the Philippines arise, according to official sources in Manila. Within a few days, blackouts will be practiced in Manila under the direction of CEA of-

ficials in the face of impending air raids and attacks from invading enemy. There will be air-raid warden for every 100 people in Manila, according to the City Air-raid protection unit headed by City Engineer Alejo Aquino. The City of Manila is divided into 70 geographical districts of 70,000 people each and into 1,400 areas of 500 people each. In the meantime, volunteer guards are continuously registering for emergency service and the CEA officials are very confident the organization is prepared to its task.
