HONOLULU, MONDAY, JAN. 6, 1902
By the next mail we will hear some news that will be delightful to us all.
When are we going to have the extra session? I presume when the clouds roll by.
Delegate Wilcox has been to New York, spending his vacation, and today he was to arrive in Washington, D. C.
When is the Governor going to call an extra session to appropriate some fund to carry out the necessities of this Territory?
Prince Kalanianaole was nominated by the Home Rulers last Thursday night at Foster Hall, for member of the Legislature, to succeed the late Archibald F. Gilfillan.
What are we going to do about our roads and bridges? Must they be left in their present condition? If so there will be a good many accidents and deaths hereafter.
Delegate Wilcox's cartoon is a dandy and we will send it up by the next mail to the members of Congress, to let them see how childish the missionary organ is in the Territory of Hawaii.
Tremendous bargains at the shoe store. What shoe store? Why, at the Busy Corner, of course. Also a big cut in prices and interesting quotations to buyers of children's and ladies' and gentlemen's shoes. They are at a bargain. Don't forget to call on them, as this is their reception day. Corner of Hotel and Fort streets.
We do not see why the missionary organ makes so many cartoons of Mr. Pain. He does not bother anybody. He only has cars that conveys you all, you ungrateful beings. You people never kicked till the electric cars came in sight. Now they are the real thing. But when rainy weather appears the Pain cars take the cake. We are sorry that we are not a conductor. We would make you all walk in the rain and storm, as the Pain cars are not good enough to carry you, you swells-of-the-highest. But all we can say is that the Pain cars will never give up till the next Legislature, when he will have his beautiful electric cars running. The Home Rule party will support his bill, and don't you forget it. Mr. Pain had his electric cars here first, so we do not see why he should not have them running.
HON. ROBERT W. WILCOX'S LEPER BILL TO PROVIDE A RESERVATION FOR LEPROUS PERSONS.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
That that part of the Island of Molokai, Territory of Hawaii, known as Kalaupapa and now used as a place of confinement for leprous persons, is hereby declared to be a government reservation, and all lepers there confined, or that may hereafter be confined there, shall be under the control of the Secretary of the Treasury.
Sec. 2. That whenever the Board of Health of any State or Territory of the United States shall declare that a person is infected with leprosy, it shall be the duty of the Secretary of the Treasury to transport said infected person to said reservation, and there confine said infected person until cured.
Sec. 3. That the Secretary of the Treasury shall have power to make all needful regulations for the control of said reservation, and shall have thorough investigations made as to the cause and as to the cure for leprosy.
Sec. 4. That the Secretary of the Treasury shall each year submit a written report to Congress as to the conditions on the said reservation.
Sec. 5. That the expense of transportation, care, medical attendance, amusement, and so forth, shall be paid by the United States government, and the Secretary of the Treasury shall annually submit estimates for the same.
Sec. 6. That this shall become a law sixty days after its passage and approval.
HOME RULE REPUBLICANS.
Mass Meeting at the Drill Shed Was a Great Success.
The mass meeting of the Home Rulers Saturday evening at the Drill Shed was well attended. The house was filled to the doors. Mr. Kaulia called the meeting to order and presented Senator D. Kalauokalani, the chairman of the meeting.
Several speakers spoke, and after the addresses the resolutions were read by a most able young orator, Mr. John Wise, in both languages. The resolutions read as follows:
Whereas, The message of President Roosevelt to the Congress of the United States is replete with recommendations which while intended for the nation at large, would, if embodied in legislation, be of incalculable benefit to this Territory in its future development; and
Whereas, The recommendations regarding this Territory are of a character contemplated to develop the highest type of citizenship through a home environment in accord with our claims to civilization and Christianity; no, therefore, be it
Resolved, That we, citizens and voters of the Territory of Hawaii, in mass meeting assembled, do heartily and loyally endorse the recommendations in the President's message relative to wage-earners, immigration, forest reserves, national control and development of water storage for irrigation, a Pacific cable an dan inter-oceanic canal.
Resolved, That in his recommendations referring directly to this Territory the President has outlined a policy which meets with the unbounded support of all Americans in these Islands, regardless of race or political affiliations.
Resolved, That we pledge our united and concerted action in erecting in this Territory such a traditional American system of government as will do credit to the citizens of Hawaii, and support the recommendations of our President. Be it further
Resolved, That a copy of these resolutions be forwarded to the President through our Delegate in Congress.
By showing that the resolutions were approved they gave three cheers. The meeting adjourned at a late hour.
