There is some talk in Congress of allowing Hawaii to make its own arrangements in regard to the admission of Chinese, provided they are not allowed to go to the Mainland At present a majority of Congressmen is opposed to any such plan, but there is no telling w hat may happen before tbe Exclusion Act Is signed by the President.
